NEC Merit Scholarship for Students of NER 2023-24 is a scholarship program initiated by the North Eastern Council (NEC), under the Ministry of Development of North Eastern Region. This scheme aims to offer financial support to talented students hailing from the North Eastern Region (NER) of India, enabling them to pursue higher education in recognized Indian institutions. Successful applicants will be granted an annual scholarship amounting to a maximum of Rs.30,000.

Eligibility Criteria of NEC Merit Scholarship for Students of NER 2023-24 :

  • Permanent resident of one of the Northeastern states (Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura)
  • Admission in a diploma/degree/postgraduate course or registered for an M.Phil. or Ph.D. program
  • Minimum 60% marks in aggregate
  • Passed HSLC/HSSLC/Secondary School Leaving/Senior Secondary Leaving Certificate examination from a recognized State/Central Board (for diploma courses)
  • Passed HSSLC/Senior Secondary Leaving Certificate examination from a recognized State/Central Board (for degree courses)
  • Passed a degree-level examination in any discipline (B.A./B.Sc./B.E./B.Tech./M.B.B.S./LLB/BCA/BBA, etc.) from a recognized institute/university (for postgraduate courses)
  • Hold a PG degree from any recognized University (for M.Phil./Ph.D. program)
  • Annual family income of less than INR 8,00,000 from all sources

Benefits of NEC Merit Scholarship for Students of NER 2023-24 :

The selected students will receive the scholarship under this scheme as per the rates given below:- 

  • For diploma level courses – INR 20,000 per annum
  • For degree level courses – INR 22,000 per annum
  • For PG courses – INR 25,000 per annum
  • For M.Phil/Ph.D. degree – INR 30,000 per annum

Documents Required for NEC Merit Scholarship for Students of NER 2023-24 :

  • Permanent residence certificate issued by the Deputy Commissioner/Additional Deputy Commissioner/Sub-divisional officers in the North Eastern States (except Sikkim, where Certificate of Identification is issued by the respective Deputy Commissioner in the Govt. of Sikkim to its Permanent residents)
  • Note: Certificates from any other authority will not be accepted.
  • Income certificate issued by the Competent Authority.
  • Bank account passbook (Note: Account must be in the name of the applicant.)
  • Marksheet of the previous qualifying examination
  • Synopsis signed by the project guide/director (Research) or any official authorized by the Institute/University in the case of M.Phil/Ph.D. candidates

Scholarship Deadline: 31st December 2023

Selection Criteria:

1. Two levels of verification are required for the application process: 

   a. The first level takes place at the institute level.

   b. The second level is conducted by the Nodal Officer appointed by the respective NE State Governments.

2. Selection criteria for M. Phil and Ph. D. programs are based on research topics/synopses relevant to issues in the North Eastern Region.

3. The merit list is prepared exclusively from the marks obtained in qualifying exams, adhering to state-wise slot allocations for each level of the course.

4. Merit lists are generated from finally verified applications following NSP guidelines and established procedures.

5. In the event of a tie, preference is given to candidates with lower family income.

  • The scholarship does not cover internships or practical training.
  • The Nodal officer holds the right to accept, reject, or mark applications as defective.
  • No reservation or quota based on category, religion, or gender.
  • NEC disburses the scholarship directly to selected students’ verified bank accounts using DBT mode.
  • Students must ensure their bank account is in their name and linked to Aadhaar.
  • The bank account should remain operational/active throughout the scholarship tenure.
  • NEC is not responsible if the scholarship amount is not credited due to bank-level payment failure.
  • A selected student is eligible for the scholarship for the entire course period through the renewal process.
  • No merit list for renewal applications.
  • Renewed scholarship disbursed directly to verified bank accounts using DBT mode.
  • Renewal requests for students changing their subject of study after availing the scholarship for the previous course will not be entertained.
  • Each renewal is for one academic year unless specified otherwise.
  • Existing beneficiaries must fill the renewal form on NSP every year.
  • Beneficiaries must pass or be promoted to the next semester/year for renewal.
  • Students not promoted or with backlog papers pending for more than one year lose eligibility for the remaining course period.
  • Any scholarship break during the entire course period makes the beneficiary non-eligible for further receipt; no renewal applications allowed.
  • In such cases, students can apply as fresh applicants for advanced courses later.
