Biometric Authentication for NSP Scholarship: To facilitate the distribution of scholarships through the Ministry of Minority Affairs, the Government has reviewed the outcomes of the physical verification process conducted by the National Council of Applied Economic Research (NCAER) for the academic year 2022-23. This verification revealed several inconsistencies related to the legitimacy of institutes and beneficiaries. To address these concerns, the Government has chosen to re-evaluate the applications and verification records of SNO/DNO/INO/HoI/applicants. This will be accomplished by conducting a dedicated campaign utilizing Aadhar-based biometric authentication methods.

To ensure the swift distribution of scholarship funds, applicants are advised to verify that the Aadhaar number they provide is linked to their bank account. Scholarship disbursements will exclusively utilize the Aadhaar Based Payment System for processing payments.
All relevant parties (SNO, DNO, HoI, INO, and applicants) are required to update their Aadhaar information on the NSP portal following the provided guidelines and instructions. This process should be completed by August 20, 2023, to ensure seamless authentication through Aadhaar. For applicants under 18 years old, it is necessary to update the Aadhaar details of their parents or legal guardian.

- Applicants are required to visit CSC VLEs and provide their Aadhaar number and NSP user ID for the biometric authentication process.
- CSC VLEs will use the NSP biometric authentication utility to cross-check the information provided by the applicants.
- If the information matches an entry in the NSP database, applicant details will be sent back to the NSP-BA utility.
- Applicants will review the returned details, confirm their accuracy, and then CSC VLEs will capture a live photograph of the applicants.
- Following successful validation, CSC VLEs will carry out biometric authentication for the applicants.
- Data from successful biometric authentication will be stored in the CSC database.
- The NSP portal will be updated with the outcomes of the biometric authentication (success/failure) and other relevant transaction information.
Process for Renewal of Applicant Validation by INOs/DNOs
- Biometrically authenticated applications will now be accessible in the INO logins for re-validation purposes.
- The re-validation process for INO will only be initiated if both the Head of Institute’s (HoI) and the Institute’s Nominee Officer’s (INO) bio-authentication is successful.
- Students will receive an SMS notification, informing them that their application has been sent back to their respective INOs for re-validation.
- If the INOs do not re-validate the applications by the final cut-off date for application re-validation, the applications will be escalated to the Senior Nominee Officer’s (SNO) or Designated Nominee Officer’s (DNO) login for further re-validation.
- During the re-validation process by Level 1 (L1) or Level 2 (L2) officers, the application will only have the options to be marked as “Accepted” or “Rejected.” No other choices will be available during this re-validation process.
